General housing allowance

From August 2017 the housing supplement for students discontinues and students will be transferred under the general housing allowance. Unlike the earlier student housing supplement, the general housing allowance is not a personal aid. Instead of every member of a household getting their own personal student housing supplement, the people who are sharing a household can only have one shared general housing allowance. Household in this context means the people who are living together and who are responsible of the rent of their apartment together. But for example people who are living in a student apartment foundation’s shared apartment have usually separate rental agreements and they are not responsible of the rent of their whole apartment together. In that case every member of a shared household creates their own personal household, so they all can have their own general housing allowances instead of having to share only one common housing allowance with the whole shared household. So if a person is living with someone with whom they are actually not forming a household they can ensure that they are all getting their own personal general housing allowances by having separate rental agreements for certain part of the apartment that confirm that they are not commonly responsible of the rent of the whole apartment.

Housing allowance is available to persons living in Finland. Persons moving to Finland from another country may also qualify for housing allowance. Foreigners may be considered to be part of a household if they are covered by the Finnish social security system. However, in the application you must notify all the residents living in the same apartment.

The amount of general housing allowance

The amount of the general housing allowance is different from the student housing supplement. The amount of the general housing allowance in affected by the gross income of the people sharing a household, the amount of their housing expenses, and their housing circumstances including their household, and the city they are living in. Therefore all students may not be qualified to get general housing allowance even though they would have previously been qualified to get student housing supplement. While counting the income of a household it’s good to remember that the income limits of the general housing allowance are not the same as the income limits of the student allowance. Also the study grant will be counted as an income of a household but the study loan won’t. Unlike to student housing supplement, study progress does not have an effect on the general housing allowance, as it used to with student housing supplement. Altogether the general housing allowance is not dependent on student status. Therefore students can have general housing allowance also during the months that they are not studying, for example during the summer time.

How to apply

The students’ housing supplement will discontinue automatically in August from the students who have received it earlier. Both, the students who have received student housing supplement, and the ones who are just starting their studies must apply for the general housing allowance from Kela. The general housing allowance can be applied online on Kelas website. Because a household can only have one common general housing allowance, it’s enough that one member of the household claims the application for the whole household.

The general housing allowance can be granted from August 2017, but the applicant can claim their application as soon as they are aware of their housing expenses, income and other housing circumstances. It’s reasonable for a student to apply for student allowance as soon as they have gained admission to a school, but the application for general housing allowance can be claimed when they have found themselves an apartment and have a rental agreement. General housing allowance can be granted retroactively for one month.
